BAUBAU, BP – Pemerintah Kota Baubau mempercepat langkah pengembangan kawasan hutan mangrove Lakologou sebagai kawasan blue carbon yang berpotensi menjadi model pengelolaan mangrove berkelanjutan di Indonesia. Komitmen tersebut disampaikan Wali Kota Baubau H. Yusran Fahim, SE saat memimpin rapat koordinasi secara daring bersama Direktorat Pesisir dan Pulau-Pulau Kecil Kementerian Kelautan dan Perikanan (KKP) RI, Jumat (27/02/2026), di ruang kerja Wali Kota Baubau.
Dalam rapat tersebut, Wali Kota menegaskan dukungan penuh pemerintah daerah terhadap program pemanfaatan mangrove Lakologou yang diinisiasi oleh Dinas Perikanan Kota Baubau bersama Kementerian Kelautan dan Perikanan.
“Pemerintah Kota Baubau sangat mendukung percepatan pemanfaatan mangrove Lakologou sebagai kawasan blue carbon. Kami berharap kawasan ini tidak hanya menjaga ekosistem pesisir, tetapi juga memberi nilai ekonomi bagi masyarakat,” kata Yusran Fahim.
Ia juga menginstruksikan seluruh organisasi perangkat daerah terkait agar segera melakukan langkah konkret dan terukur untuk mempercepat realisasi program tersebut.
Langkah tersebut meliputi percepatan sertifikasi lahan mangrove, pengawalan proses Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang Laut (PKKPR), penguatan regulasi tata ruang, pelibatan masyarakat lokal, serta penyusunan roadmap implementasi pengelolaan mangrove berbasis blue carbon.
Menurutnya, jika dikelola dengan baik, kawasan mangrove Lakologou tidak hanya berfungsi sebagai benteng ekosistem pesisir, tetapi juga berpotensi menjadi destinasi wisata bahari yang mampu meningkatkan kesejahteraan masyarakat.
Sementara itu, Wakil Wali Kota Baubau Ir. Wa Ode Hamsinah Bolu, M.Sc menegaskan komitmen pemerintah daerah untuk menjadikan kawasan mangrove tersebut sebagai contoh pengelolaan blue carbon di tingkat nasional.
“Kami berharap Kota Baubau dapat dijadikan role model nasional dalam pemanfaatan mangrove untuk blue carbon sebagai kontribusi daerah dalam mendukung mitigasi perubahan iklim,” ujar Hamsinah Bolu dalam rapat tersebut.
Menanggapi hal itu, Direktur Pesisir dan Pulau-Pulau Kecil KKP Dr. Ahmad Aris, SP., M.Si menyampaikan bahwa pengembangan kawasan blue carbon harus diawali dengan kepastian status lahan yang jelas.
“Sebelum berbicara lebih jauh mengenai pemanfaatan blue carbon, status lahan harus clear and clean agar memiliki kepastian hukum melalui proses sertifikasi,” jelas Ahmad Aris.
Selain itu, ia menekankan bahwa lokasi pengembangan harus benar-benar berada pada kawasan yang memiliki potensi mangrove dengan kriteria sebagai wilayah penyerap karbon biru.
Ia juga menegaskan pentingnya keterlibatan masyarakat setempat dalam pengelolaan kawasan mangrove sebelum membahas lebih lanjut mengenai skema perdagangan karbon maupun pengembangan ekonomi lainnya.
“Pelibatan masyarakat menjadi prioritas utama agar manfaat ekonomi dari pengelolaan mangrove dapat dirasakan langsung oleh warga sekitar,” tambahnya.
Pemerintah pusat melalui KKP, lanjutnya, berkomitmen mendampingi Pemerintah Kota Baubau dalam proses penerbitan PKKPR serta menyiapkan skema pemanfaatan mangrove agar kawasan tersebut memiliki nilai ekonomis dari perdagangan karbon, namun tetap berpegang pada prinsip keberlanjutan lingkungan.
Dalam perspektif global, konsep blue carbon mulai dikenal luas sejak laporan Perserikatan Bangsa-Bangsa (PBB) pada tahun 2009 yang menyoroti peran ekosistem pesisir seperti mangrove, lamun, dan rawa asin dalam menyerap karbon lebih besar dibandingkan hutan daratan. Mangrove bahkan mampu menyimpan karbon hingga empat kali lebih besar dibandingkan hutan tropis biasa.
Indonesia sendiri merupakan negara dengan luas mangrove terbesar di dunia. Data Kementerian Lingkungan Hidup dan Kehutanan menunjukkan luas mangrove Indonesia mencapai sekitar 3,36 juta hektare, atau sekitar 23 persen dari total mangrove dunia.
Karena itu, pemerintah pusat menjadikan pengelolaan mangrove sebagai bagian penting dari strategi nasional penurunan emisi karbon sekaligus mendukung pembangunan ekonomi biru yang berkelanjutan.
Di tingkat daerah, kawasan mangrove Lakologou dinilai memiliki potensi ekologis dan ekonomi yang besar jika dikelola secara terpadu melalui kolaborasi antara pemerintah, masyarakat, dan lembaga terkait.
Rapat koordinasi tersebut turut dihadiri Kepala Dinas Perikanan Kota Baubau Yuli Widiarti, ST., M.Si, Kepala Dinas Pariwisata Dr. H. Moh. Idrus Taufik Saidi, perwakilan Dinas Pekerjaan Umum, Badan Pengelola Keuangan dan Aset Daerah, Dinas Lingkungan Hidup, serta Kantor Pertanahan Kota Baubau.

Rapat ini digelar sebagai bagian dari upaya pemerintah daerah mempercepat penyelesaian persoalan aset yang telah berlangsung sejak pemisahan wilayah administratif antara Kabupaten Buton dan Kota Baubau. Selain itu, kegiatan tersebut juga dirangkaikan dengan pembahasan Program Pemberantasan Korupsi Terintegrasi Tahun 2026.
Ketua Tim Satuan Tugas KPK Wilayah Sulawesi Tenggara Direktorat Wilayah IV Basuki Haryono mengatakan kunjungan kerja tim KPK di Baubau merupakan bagian dari rangkaian koordinasi di tiga wilayah, yakni Kabupaten Buton Tengah, Kabupaten Buton Selatan, dan Kota Baubau.
“Kami ingin melihat sejauh mana kesiapan PDAM Kota Baubau apabila Kabupaten Buton nantinya secara resmi melepas aset tersebut. Kesiapan itu meliputi aspek finansial, manajemen, kondisi teknis, hingga kepatuhan terhadap perizinan dan pajak,” ujar Basuki Haryono.
Menurutnya, KPK akan mengawal proses penyelesaian aset tersebut agar berjalan transparan dan akuntabel. Pengawalan ini juga menjadi bagian dari upaya mendorong tata kelola pemerintahan yang bersih serta mencegah potensi penyimpangan dalam pengelolaan aset daerah.
Sementara itu, Wali Kota Baubau H. Yusran Fahim menegaskan bahwa penyelesaian aset PDAM merupakan kebutuhan mendesak karena berkaitan langsung dengan pelayanan dasar masyarakat, khususnya ketersediaan air bersih.
“Kami berharap kehadiran KPK dapat menjadi momentum penting untuk menyelesaikan persoalan aset PDAM yang sudah cukup lama berlarut-larut sejak pemisahan wilayah antara Kabupaten Buton dan Kota Baubau,” kata Yusran Fahim.
Ia menjelaskan, saat ini terdapat dua perusahaan air minum yang beroperasi di satu wilayah yang sama, yakni PDAM Kabupaten Buton dan PDAM Kota Baubau. Kondisi tersebut kerap menimbulkan persoalan teknis di lapangan serta berpotensi menghambat efektivitas pelayanan kepada masyarakat.
“Air bersih adalah kebutuhan vital masyarakat. Karena itu, pengelolaan sumber daya air harus jelas, terkoordinasi, dan berada dalam sistem manajemen yang sehat,” ujarnya.
Wali kota juga menyoroti persoalan kerusakan infrastruktur yang sering terjadi akibat kegiatan perbaikan pipa oleh PDAM Kabupaten Buton di wilayah Kota Baubau. Dampaknya, pemerintah kota harus menanggung beban perbaikan jalan yang rusak akibat pekerjaan tersebut.
Pada kesempatan yang sama, Pelaksana Tugas Kepala PDAM Kota Baubau Mursiddin, S.Sos memaparkan perkembangan kinerja perusahaan yang saat ini sedang bertransformasi menjadi Perusahaan Umum Daerah (Perumda).
“Dalam dua tahun terakhir, tata kelola PDAM Baubau menunjukkan tren peningkatan yang cukup signifikan. Saat ini gaji pegawai sudah dibayarkan secara rutin tanpa tunggakan,” ungkap Mursiddin.
Ia juga menyebutkan bahwa seluruh kewajiban pajak air permukaan kepada Badan Pendapatan Daerah Provinsi Sulawesi Tenggara yang sebelumnya sempat tertunggak selama tiga tahun kini telah dilunasi sepenuhnya.
Selain itu, jumlah pelanggan PDAM Kota Baubau juga terus meningkat dari tahun ke tahun. Pertumbuhan pelanggan baru bahkan melampaui pertumbuhan pelanggan lama, yang menunjukkan meningkatnya kepercayaan masyarakat terhadap layanan perusahaan.
Secara historis, persoalan aset PDAM sering terjadi di berbagai daerah di Indonesia setelah pemekaran wilayah sejak awal tahun 2000-an. Banyak pemerintah daerah menghadapi tantangan serupa terkait pembagian aset, jaringan distribusi, serta sumber air baku yang berada di wilayah administrasi berbeda.
Di tingkat nasional, penguatan tata kelola perusahaan daerah air minum juga menjadi agenda penting pemerintah sejak diterbitkannya berbagai regulasi pengelolaan Badan Usaha Milik Daerah (BUMD) untuk meningkatkan kualitas pelayanan publik. Secara global, sektor air bersih bahkan menjadi bagian dari agenda Tujuan Pembangunan Berkelanjutan Perserikatan Bangsa-Bangsa (Sustainable Development Goals/SDGs), khususnya target ke-6 yang menekankan akses air bersih dan sanitasi yang layak bagi seluruh masyarakat.
