BUTON SELATAN, B AUBAUPOST.COM – Pemerintah Kabupaten Buton Selatan resmi memulai tahapan asesmen Seleksi Terbuka Jabatan Pimpinan Tinggi (JPT) Pratama dengan melibatkan 54 aparatur sipil negara (ASN) untuk memperebutkan 10 jabatan strategis yang masih kosong. Kegiatan yang dibuka langsung oleh Bupati Buton Selatan, H. Muhammad Adios, S.Sos., M.B.A., tersebut berlangsung di Aula Dhacara SDM Polda Sulawesi Tenggara, Kendari, Rabu (24/6/2026). “Gandeng Polda Sultra, Bupati H Muh Adios Resmikan Asesmen 10 Jabatan Strategis Pemkab Buton Selatan, 57 ASN Perebutkan 10 Jabatan Strategis,”
Pembukaan asesmen turut dihadiri Kepala Biro SDM Polda Sultra Kombes Pol. Dr. Arief Fitrianto, S.H., S.I.K., M.M., mewakili Kapolda Sultra, Sekretaris Daerah Kabupaten Buton Selatan yang juga Ketua Panitia Seleksi La Ode Harwanto, S.Pd., M.Pd., Ketua Tim Asesmen dari Mabes Polri, Plt. Kepala BKPSDM Buton Selatan, para asesor, serta seluruh peserta seleksi. Pelaksanaan asesmen dijadwalkan berlangsung selama dua hari, 24–25 Juni 2026.
Dalam sambutannya, Bupati Muhammad Adios menegaskan bahwa proses seleksi terbuka bukan sekadar mengisi kekosongan jabatan, melainkan bagian dari upaya membangun birokrasi yang profesional dan berorientasi pada pelayanan publik. “Seleksi terbuka ini bukan sekadar pengisian jabatan, tetapi upaya menghadirkan kepemimpinan birokrasi yang mampu membawa perubahan, mendorong inovasi, dan meningkatkan kualitas pelayanan publik kepada masyarakat,” ujarnya.
Menurut Adios, pemerintah daerah berkomitmen menerapkan sistem merit dalam setiap pengisian jabatan. “Setiap pengisian jabatan harus dilakukan berdasarkan kualifikasi, kompetensi, kinerja, dan integritas, bukan atas pertimbangan lain di luar ketentuan yang berlaku,” tegasnya. Ia juga meminta seluruh peserta mengikuti setiap tahapan asesmen secara serius karena hasilnya akan menjadi dasar penempatan pejabat sekaligus pemetaan kompetensi ASN.
Sepuluh posisi yang dibuka dalam seleksi tersebut meliputi Kepala Dinas Pendidikan, Kepala Dinas Kesehatan, Kepala Dinas Pekerjaan Umum dan Penataan Ruang, Kepala Dinas Perhubungan, Kepala Dinas Pemberdayaan Masyarakat dan Desa, Kepala Dinas Perikanan, Kepala Dinas Ketahanan Pangan, Kepala Dinas Perumahan dan Kawasan Permukiman, Kepala Badan Keuangan dan Aset Daerah, serta Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia.
Kepala Biro SDM Polda Sultra Kombes Pol. Arief Fitrianto menyatakan Assessment Center Polri menjalankan seluruh proses secara profesional, independen, objektif, dan akuntabel. “Melalui proses seleksi yang ketat dan objektif, diharapkan lahir pemimpin-pemimpin birokrasi yang profesional, berintegritas, mampu membangun kolaborasi, menghadirkan inovasi, serta memberikan kontribusi nyata bagi percepatan pembangunan dan peningkatan pelayanan publik di Kabupaten Buton Selatan,” katanya.
Data panitia menunjukkan semula terdapat 57 peserta yang lolos seleksi administrasi. Namun, tiga orang tidak mengikuti asesmen karena telah menjalani asesmen JPT Pratama beberapa bulan sebelumnya dan hasil penilaiannya masih dapat digunakan dalam proses seleksi kali ini, sehingga jumlah peserta yang mengikuti asesmen menjadi 54 ASN.
Secara historis, mekanisme seleksi terbuka bagi Jabatan Pimpinan Tinggi di Indonesia semakin diperkuat sejak diberlakukannya Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara yang menekankan penerapan sistem merit dalam manajemen ASN. Di tingkat internasional, praktik serupa juga diterapkan di berbagai negara dengan tata kelola pemerintahan modern sebagai instrumen untuk memastikan promosi pejabat publik dilakukan berdasarkan kompetensi, integritas, dan kinerja sehingga mampu menciptakan birokrasi yang efektif dan akuntabel.

Pengumuman yang ditandatangani Ketua Panitia Seleksi La Ode Harwanto, S.Pd., M.Pd. itu menetapkan 57 aparatur sipil negara (ASN) memenuhi syarat untuk melaju ke tahapan assessment atau penilaian kompetensi dari 59 berkas yang diproses Panitia Seleksi (Pansel). “Hasil Administrasi Seleksi JPT Busel Diumumkan, Pansel Tetap 57 Dinyatakan Memenuhi Sarat Dari 59 Berkas, Berikut Nama-nama dan Formasinya,”
Ketua Panitia Seleksi La Ode Harwanto, S.Pd., M.Pd. menegaskan bahwa peserta yang lolos administrasi wajib mengikuti seluruh tahapan berikutnya sesuai jadwal yang telah ditetapkan. “Peserta yang memenuhi syarat administrasi berhak mengikuti assessment sebagai bagian dari seleksi terbuka Jabatan Pimpinan Tinggi Pratama,” demikian bunyi pengumuman resmi panitia.
Berikut ini nama-nama yang dinyatakan memenuhi syarat sesuai dengan dinas yang akan diisi jabatannya. Pada formasi Kepala Dinas Pendidikan Kabupaten Buton Selatan, peserta yang dinyatakan memenuhi syarat administrasi yakni La Bariu, S.Pd., Wa Liyana, S.E., La Ode Muhammad Alauddin, S.Sos., M.Si., dan La Ode Firman Hamzah, S.Pd., M.Si.
Untuk jabatan Kepala Dinas Kesehatan Kabupaten Buton Selatan, panitia meloloskan Yerti, SKM., M.Si., dr. La Ode Achmad Amanah Maulana, S.Ked., Bakri Abdullah, SKM., M.MKes., serta Ira Yusnita, S.Si.T., M.Kes.
Sementara pada formasi Kepala Dinas Pekerjaan Umum dan Penataan Ruang, peserta yang lolos administrasi adalah Julan Satriah, S.T., M.Si., Iwan Mulyawan, S.T., M.Si., dan Akhmad, S.IP., M.Si. dan Darmin SPd. MMkes
Untuk Kepala Dinas Perhubungan Kabupaten Buton Selatan. Peserta yang dinyatakan memenuhi syarat yaitu Abdul Rahman Maini, S.E., La Ode Hasri, S.Sos., M.Si., Herniati Antji, S.P., La Ode Suharji, S.Kom., La Ode Muhammad Ilmayang Amli, S.H.,
Persaingan paling banyak terlihat pada jabatan formasi Kepala Dinas Pemberdayaan Masyarakat dan Desa, peserta yang lolos terdiri atas La Ode Muhammad Saidiman, S.STP., M.Si., Rusman Alam Purnama, S.STP., Drs. Aston Zalim, La Ode Muhamad Asdar, S.E., La Ode Risawal, S.Sos., M.Si., dan Muliadin, S.Pd., M.Kes, Megawati, S.E., M.Si., Diki Hermanto, S.E., dan La Ode Miru, S.Pd., M.Si.
Adapun untuk Kepala Dinas Perikanan, panitia menetapkan Madina Hasmar, S.Pi., Muhammad Dafis Kasri, S.Pi., Dudi Masrun, S.P., dan Syamsul, SKM., M.Si. sebagai peserta yang memenuhi syarat administrasi.

Sementara itu, pada formasi Kepala Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM), peserta yang dinyatakan memenuhi syarat administrasi terdiri atas La Ode Agusalim Arwin, SKM., M.Si., Wa Ode Asrina Azizah Tasrif, S.Kom., M.Si., Nuhrul Mufida, S.Psi., M.Si., Mudin, S.Pd., M.Pd., La Ode Aris Hardian, S.T., M.Si., Sukman Efendi, S.STP., dan Haida, S.Pt.
“Peserta yang tidak mengikuti assessment sesuai jadwal akan dianggap mengundurkan diri dan tidak dapat mengikuti tahapan seleksi berikutnya,” demikian penegasan Panitia Seleksi dalam pengumuman resmi tersebut. Assessment dijadwalkan berlangsung pada 24–25 Juni 2026 di Assessment Center Polda Sulawesi Tenggara di Kendari.
Seleksi terbuka JPT Pratama merupakan implementasi sistem merit yang diterapkan pemerintah Indonesia sejak lahirnya reformasi manajemen aparatur sipil negara melalui Undang-Undang ASN.
